Add hacking instructions #3

good to have a section in your readme that's like:

"so, you have no idea what this is. here's step by step instructions of how to run it so you can see what it is"

Added a Background and Description section. Once I get farther along I'll add the Install and Running section (read: I have no idea what I am doing with pyramid).

This needs to be updated Significantly for post-rewrite. Will do this this evening or this weekend once I get a few more bugs hashed out. The instructions are going to be rather lengthy as the dependency list is growing ... :/

Added to pypi ( https://pypi.python.org/pypi/BarkingOwl ), so hacking instructions aren't going to be too bad ...

Need to start in on documentation on how to use this thing. The problem being that it remains a bit of a moving target :/.
