This needs to:

Take in address from user
Ping Monroe County API for AJAX calls to make sure the address is correct
Decode which ballot the user is looking at based on their address
Query the web server for information about each of the candidates and offices that are on the ballot.

This can be written in anything, since it's all just JSON calls.
