For now, move scripts and stuff into tools/ as they're purely for "exploration", but can (eventually) put functionality into mffer as planned. Stuff in tools does not need to undergo release testing. This will also allow separation of docs. (Maybe also change "reporting" to something better. Reference? Something having to do with analysis, optimization, calculation?)
