Add "poll"-Command #5

Add a poll command like the one from YAGPDB.xyz, but with resume when the owner of the poll reacts with a close-button.

Resume could content:

  1. Percentage
  2. Who chose what
  3. Progress bar like in the progress command ( #4 )

There has to be an option to prohibit a person to do multiple answers.
