New timeline notices #19

Once timelines are being automatically displayed on the main landing page, there needs to be a way for people to indicate if they are interested in new timeline announcements. First step is having the capability to indicate this. After that it would be good to automate the announcement process, with some time built in to make sure that the timeline is stable.

Added a "Send me new timelines" opt-in checkbox to My Account form, with the value stored in AppUser.settings.tlnotices. Stability of timelines should be ok given changes to timeline.featured are picked up nightly and then updated by support. Announcement automation will evolve to include it next significant round.
