[JOSS] Rename COPYING.LESSER to LICENSE #46

JOSS recommends naming your license file as a plain text LICENSE file.

There are two files COPYING and COPYING.LESSER, and both have license information. Is there a reason for having two license files? If it doesn't matter, please consolidate the two and create one license file.
