odd behavior if settings file is on missing usb drive #12

What steps will reproduce the problem?
1. Start PicasaStarter
2. In general settings, point at a settings file on a removable drive.
3. exit Picasastarter, remove removable drive.
4. start PicasaStarter

What is the expected output? 
Picasastart starts showing the defined databases

What do you see instead?
The first-time help screen comes up and PS defines a new database.
It tries to write that settings file to the missing drive, then says directory 
doesn't exist.

I think this is a low priority problem because it will work as expected if the 
drive is reinstalled or a new settings location is defined.

This behavior is probably the best way to handle a missing drive. I am 
declaring this an Invalid issue
