DISCUSS: Add a 'type' to tag model #22

Divide tag into 'primary' and 'secondary' with an enum type. Show primary and secondary tags separately for datapoints? Different permissions for these?

I understand it was done for the main "pre-populated" tags (the main 8 stages of genocide) However it's not an actionable issue, let's close it and see how the analyst end up using tags and if they request something like that.

Sure. As a rethink, the mechanism seems useless and needlessly complicated. I'm sure we can work out another solution to the intended usecase.
