Would it be possible to make a converter for old files in OrCAD format?

Please take a look whether any of the existing PCB design tools out there is able to import OrCAD already, I think I have seen that importing capability somewhere.

The old Protel opened, but this new one opens blank sheets ;-(

Can you open it in an old Protel version, save it as Protel, and then open the Protel file in a recent Altium?

Trouble is, I no longer have the old Protel. I did this in Protel 3.0 about 15 years ago....

I think the old versions can be found on the internet.
