Default values of -1 for MJDs #11

For some existing events, breaker is still leaving the default values of Livingstone and Hanford MJDs at -1. Something must break before the MJDs are read. E.g. See

This is a GraceDB issue - values are null in GraceDB. Nothing breaker can do.
