Submit PS1 and ATLAS GW Counterpart transients to GCN notices as VOEvents #9

Possibly not a breaker feature but adding it here as a placeholder.

Note from Sarah Antier:

For O3, in order to help the filtering of GW counterpart candidates of Pan-Starr, ATLAS, ZTF and so on for O3 ..., it would great to sent both circulars and notices through the GCN network in O3.

This will help to digest the candidates because notices (using VOEvents) are machinery readable.

Swift team already does the notices for its X-ray and UVOT triggers for years. Phil Evans has a lot of experience of that topic and I am sure Phil has some ideas about the content of the notices for optical triggers. For example, I really appreciate the ranking values concerning reliability Phil gives for the Swift X-ray sources candidates during O2.
