Implement a method to remove proper motion stars #104

From the Sherlock Version 2.0 deliverable review report (in LSST:UK Lasair project), a request from Sarah Casewell to include proper motion calculations for stellar sources.

We do see a significant number of false positives that arise from a stellar source moving between the target and the reference image. While it is easy, but tedious, to remove these from the stream, we could do a bit better :

We could use the information in Gaia DR2 to both cross-match to the DR2 position and the calculated PM position. Then flag them.

Moderate priority, but could be important for LSST, for large numbers of faint movers.

Duplicate of #40 - coping content here and closing that issue.

Might be an idea to include in the sherlock database a small table of moderate-to-high proper motion stars which is kept up-to-date for the current epoch. I think we're probably not catching some of these, especially if we only have older point-source catalogues in the location of the transients.
