@basiliskav /cc meens the same thing as when you send an email TO a recipient and you want to send it to another one as CC (Carbon Copy).

It's just convention. No need to add it. You can just simply leave the at-mention. Adding it is just a short way of letting you know the reason I am at-mentioning you.
