Relicense under AGPL v3 only + OpenSSL #412

By the way, another change I am planning to do is to move the repo to git.sr.ht. I will keep the github one for some transition time then, but if you have any direct repo urls, they will need to be updated at some point.

Out of curiosity. What's the rationale behind relicensing? Did you already find someone using chiaki as a service/server so regular GPL wouldn't apply?

I'm not aware of any services using chiaki at the moment. But there might be cases where using it as a service could be useful and in the spirit of the project, I think it will be better if these also have to be FOSS so AGPL fits a bit better.
