Update to Bevy 0.13 #160

The game now loads the assets and runs.

Remaining issues I noticed:

[x] background light from the star doesn't seem to be working
[x] thetawave_arcade is broken
[ ] ui prompt on the instructions screen immediately disappears

I'm not going to fix the issue with the prompts, I want to change these to proper ui buttons anyway and don't think it is worth the effort trying to narrow down what is wrong.
