Handle households with roommates #283

Some programs (such as General Assistance) alter eligibility criteria depending on whether the applicant lives in shared housing or not. This seems to mean living with roommates but should be investigated further.

If we need to collect a number of roommates, that could be added to the form inputs. The existing issue #278 is related.
