Adds HUD-VASH to eligibility tool #629

From what I've found, HUD doesn't have very detailed eligibility rules, instead only having a consultation phone number and a self description of "a rental assistance program for homeless veterans." benefits-eligibility.json links to the VA page on this program. HUD and VA both have info pages on this program, as does the CA government, which itself links to the VA page. Such is bureaucracy.

Sure! Sorry, I've been busy lately with the start of senior year and haven't been able to work on this much. The branch I was working on was eligibility/hud-vash and I don't have any uncommitted changes. Thank you!
