I am adding how_to_contribute_to_docs.md in community repository, because:
theupdateframework.io repository is what really needs it now. But instead of adding it to theupdateframework.io repo, I would prefer to add it in community repo and add its link to website's community section.
In future we may like to add docs contributing guidelines for python-tuf(based on maintainers views) and any new future project of TUF. We just need to add section for those projects in how_to_contribute_to_docs.md as i added Website Documentation Guidelines section for website's docs guidelines. So adding it here will benefit us with:
--> easy to maintain
--> easy to reproducible
we will add its link to specific project's CONTRIBUTING.md
