Move tuf-ipfs into the TUF GitHub Org #9

@shubham4443, the TUF GSoC student this summer, has built tuf-ipfs (https://github.com/shubham4443/tuf-ipfs) that enables using TUF with artifacts stored on IPFS. The prototype implements TAP-19.

While this is still a prototype, I propose we move the implementation to the TUF GitHub org. This is a necessary requirement for Shubham's GSoC report so he gets credit for his excellent work from the TUF org. On top of that, further work integrating TUF and IPFS would be more impactful if the implementation was under the TUF umbrella as that makes it more discoverable and can handle more use cases.

I suppose it is unfair to expect any maintenance commitment after GSoC ends. Unless we have other maintainers for this project, we should make it clear in the repo documentation that this is an unmaintained PoC/prototyope, etc...
