after you mention about plugins, I've test it again and found out, the problem
that cause it.
I've Try testing with all my plugins-disable/all my plugins-enable all over,
but result show up that if I use memory stick speedup setting ON('always',
'game & vsh', 'pop & game'), this game cannot run and gone black like I said.
so I put it(memory stick speedup) to none and test my using plugins (FREECHEAT)
in game, and surprising~ it work! :-)
the game pass the black screen, and can use cheatcode~ this feel great!
have any idea about this memory stick speedup setting problem?
actually what will this setting do? is this useful?
Thanks for replying me:-)

Probably a conflict with certain plugins (freecheat?) and memory stick speedup,
Because I'm using 6.20 PROB10 Fix-1 and have no problems
running PSPo1 Jp with memory stick speedup on and cmfusion.

I did try turn OFF all plugins, but still can't use memory stick speedup to run
this game in 660PRO-B10.fix1.
now I've know how good this memory stick speedup do, without using memory stick
speedup my other game loading got slower a bit......and playing gba emulator
will got slightly hang or so.

As far as I know MS speedup only has an effect on NON original MS cards that
dont support Magic Gate. If your using a MS that actually supports Magic Gate -
you can disable MS speedup and forget about it.

Having completed God Eater Burst JP and coming back to Phantasy Star Portable
JP, I can no longer replicate my own result; same result as the TS now: the
game doesn't start unless Memory Stick Speedup is disabled. Nothing to do with
plugins (tried enable/disable Game Plugins). Strange. Guess I'll take up
piotrekhenry's advice.
