There is no font with right russian codepage #386

What steps will reproduce the problem?
1. Translate en_xxxxxxxx.txt into russian
2. Place as /seplugins/ru_xxxxxxxx.txt
3. Goto recovery/vsh menu

What is the expected output? What do you see instead?
Unreadable text, wrong codepage on ALL fonts

What version of the product are you using? On what operating system?
PSP-1004/6.60 PRO-B10 (fix1), PSP-3004/6.60 PRO-B10 (fix1)

Mistype:
en_xxxxxxxx.txt -> xxxxxxxx_en.txt
ru_xxxxxxxx.txt -> xxxxxxxx_ru.txt
