cipl full installer not working

What steps will reproduce the problem?
1.cipl full installer everthing is compiled but when i use it in my psp its 
gives a message loading 639.pbp done 
loading sce updater...
and never loads anything.

What is the expected output? What do you see instead?
never loads the update

What version of the product are you using? On what operating system?
tried in psp 1000,2000. not working 

Please provide any additional information below.
does not load the updater
