[WEC] CoE Proposed Changes (June 2022) #306

Hello all,

The WEC plans to publish some clarification-focused changes to the CoE within the next few days. Another update will soon follow this, and that will focus more on restructuring the document to better account for Trainee Delegates. Nonetheless, we will be posting the changes for the next update here to elicit any further input from Delegates, but future updates with more controversial or significant updates will likely be emailed to Staff for brief review before publishing.

The changes for the next update are outlined below:

Add 1.4.4:

"1.4.4: An estimated budget must be included within the Delegate Report for a competition"

Add 4.5.2

"4.5.2: A Delegate must not refuse a competition based on the organization team's choice of sponsor."

Add 1.1.5(.1):

"1.1.5. Gifts 1.1.5.1. Any gifts received by a Delegate for their role should be used in a manner that benefits the community."

Add 6(.1):

"6. Harassment in any form is strictly prohibited. 6.1. Harassment includes inappropriate words, gestures, and acts based on another person's sex, color, race, religion, national origin, age, disability, sexual orientation, gender identity, and any other protected characteristic."

Could I have some clarity regarding the following scenario

A competitor comes to me with a competition and says they want Moyu to sponsor. Moyu currently requires posters of specific products to be placed all over the competition. I (Delegate) currently require all competitions to go through my RO (CUSA). CUSA strictly prohibits specific product advertisement from sponsors at / surrounding competitions.

Thus, if the organizer, Moyu, and CUSA all stick with their policies I cannot Delegate the competition.

Jacob, it sounds like those conditions you list appear not to meet the criteria of Qualified Sponsorship per IRS definitions. Based on my understanding if the sponsorship requires specific products be advertised at the event this is not permissable. The CUSA policy on this is the same as WCA policy by my understanding - per the WCRP item 9 such a competitor sponsor agreement should be rejected by the Delegate.

The WCRP should maybe ellaborate a bit more on that then, because I was unaware of this being a violation... This also means that there are probably many competitions organized like this due to those sponsors.

Outside of the WCRP nuance, I think this is an example of a hierarchy between ROs and WCA Policies, and I personally can't recall any issues that I've noticed or been a part of in this light. @thewca/board: I'm interested in whether there is any precedent for a dynamic like this, as this could be helpful to include within the CoE.

As some context, the main inspiration for this point was to account for situations where a Delegate might refuse a sponsor of a competition because it is a direct competitor of that Delegate's sponsor. There are certainly many angles that the point could be taken outside of this context, so I appreciate you bringing that up!
