Set up NewRelic/prometheus metrics for WCA Live #170

We are getting 5XX errors from WCA Live that aren't being generated by the load balancer, so we don't have visibility of them - setting up NewRelic on the cluster would help us get insight into performance during competitions.

We also want the logs, which would enable us to more easily search for certain logs/errors across all instances
