[ ] Add result-based qualifications
[ ] Add rankings-based qualifications
- [ ] What to do with users without results in ranking-based qualification?
[ ] Add new WCAT qualifications
- [ ] Require WCA ID
- [ ] Transferrable blind qualifications

Specific cases:

[ ] PR's not found for competitor
- [ ] is this what happens in the case of no WCA ID?
