5x5 Misscrambles #1176

First attempt at something that provides a middle ground between allowing and not allowing 5x5 misscrambles based on email discussion. This is a controversial change.

It also may be worth discussing if megaminx should also go in this "tier"

What about 5x5 blindfolded? I think it actually needs to be clear if it refers to the event, or the puzzle if that makes sense.
