FMC increased leniency

Mostly following Eleanor Sinnott's suggestion in an attempt to make FMC grading much more lenient and therefore more friendly to competitors.

Main changes:

• E2c4) Disregard any symbols that aren't letters, numbers or apostrophes
  • E2c4+) Examples
• E2c5) Correct any incorrect capitalizations of letters
  • E2c5+) Examples
• E2c6) Ignore other markings that are clearly not part of the solution
• E2c1+) Allow competitors to add identifying information at any time before the end of the competition

Other changes (not been discussed as much, least to most controversial):

• E2c7) (Previously E2c5), clarify the other E2c exceptions need to be accounted for first
• E2c4++) Explicitly allow R2' to be interpreted as R2
• E2c7+) Forbid competitors from excessive use of illegal symbols to make it harder to judge
• E2c2) Remove "single" in "single unambiguous move sequence", as it could be split out by bits of wording allowed by E2c6
• E2c3) Add a suggestion to outline the solution to make judging easier with E2c6
