Link to translation Regulations #8

It's very convenient to use links like https://wca.link/A7g. Maybe you can add rules for translations? For example:

Hmm, I'm a bit torn on this.

On the one hand, I don't think we should be too shy about new stuff. On the other hand, it would be nice to have a consistent way to handle translations. The website has localization that is separate from the Regulations, which makes for a few non-trivial options.

Do you have thoughts about which way these links would be shared, where the availability of a short link is particularly useful?

The website has some logic for determining what language to show the user. This does not apply to regulations translations, however. I personally like the idea of having the regulations go through the same logic to deduce what translation to show to the user, but that may not be appropriate with the regulations given that we treat the English translation as special (the only truly "official" regulations).

I have an idea when I need to use it: while I'm chatting with a competitors or make a public post, it's more convenient to use wca.link. And there is a little bit low English level in Russia.
