Integrate the final budget submission in the competition flow #5467

Depends on #5465. We should make sure the Delegates fill their final budget at some point. The easiest would probably to prevent the report posting before the "final" budget has been uploaded in the budget section.

With the allowance of replacing final budgets stated in #5465 large competitions (World, Continentals etc) where final budgets take time to determine can be provided later. A temp file can be uploaded first and replaced manually when the final budget is determined. Given how rare such competitions of that scale are, no automation would be required for this.
