mp3 stereo sound effects are not played back correctly #118

Describe the bug

mp3 sound effects are loaded, but then played back as if they were mono. This makes stereo sound effects sound lower pitched and distorted

Game Version

0.10.3-38

Additional Information

The stock wav loader just rejects stereo files.

An alternative would be to spit out a warning, and just take one channel, or to mix the two channels together.
