pmImgCreator fixes #104

There are two related problems in pmImgCreator:
1. The ordering of the HAVE_* dict named PM_FEATURES starting on line 71 does 
not follow the order in pmfeatures.h
2. The Makefile does not cause a rebuild of the *_img.c/h and *_nat.c/h files 
if pmImgCreator is modified
