Drag'n'drop labelling optional property label position under text not working #1238

I had a report of this not working in 3.12 and verified that it isn't working in 3.12 but does work in 3.11 and 3.10 etc e.g. drag and drop labelling page add the Label position optional property and choose Under text. This no longer changes the position of the labels which remain under the image.
