Management roles suggestions

As suggested in yesterday's meeting, some extra functionality that could be added to management roles:

• Give an explanation of what permissions each role means in the management page where roles can be set
• Show a list of all admins and the role that they have within the management pages (I think this is important)
• Easier way of searching for users when adding new admins
• We could do with clarification on whether, if you are an admin, you are able to carry out your admin role (e.g. change a project's properties) when viewing your own workspace or only when viewing the management pages. Ideally, you would only be able to change the settings of a project that someone has shared with you as editor when in management pages and not when viewing the list of projects in your own workspace.

@torinfo I used to be able to test the management page when using xampp. However, if I go to localhost/xertetoolkits/management.php now it just says 'site administration' with a save button and a button to take me back to the workspace. I don't have any authentication set up (guest). What's the best way to test any of this now? Thanks

The previous commit fixes the issue that you cannot login as admin if the authentication is Guest (or Saml2, OAuth, etc that does not display the login page). It does not address (yet) the other issues suggested by Fay.
