Create a small example set of data for development #3

Rebuilding the jekyll site can be slow in dev if you've got 100s of documents. We should create a reduced set of data for use in development, possibly even bundled with jekyll-everypolitician. This can then provide some example data with lots of interesting edge cases and data for all of the available fields.

Currently seeing circa 45-second build times. Which is a bit annoying when you’re doing frontend dev :-/
