Mixed content warning on SSL login pages #43

What steps will reproduce the problem?
1. Admin Login over SSL connections

What is the expected output? What do you see instead?
No mixed content warning from browsers

What version of the product are you using? On what operating system?
Wordpress MU 2.7

Please provide any additional information below.
there is a hook for adding CSS file, except wp_content_url constant only
provide http protocol string.  When using SSL admin mode, login page will
have mixed content warning.
