Allow to edit soap.wsdl_cache_enabled in php.ini template

I prefer keeping the same name in the parameters and in the ini file, and while adding support for one of the soap options, why not add the others... so I've made those changes in 3b18c18c91e8dc0a1f8241bf1246c6e2221d1fca.
