Don't emit "check_policy_service" line when postgrey is disabled #33

If smtpd_recipient_restrictions is not empty but postgrey is false (default), the check_policy_service line is emitted when it shouldn't be.

Any chance of getting this merged or #80? We're hitting this issue with the 0.3.4 release of the module and we have no desire to run postgrey.
