adding functions to incorporate weibull distribution #71 #72

Radio buttons to select gamma or weibull distribution and then a function to estimate the shape and scale parameters given the mean and cv as we do for the gamma distribution.

I forgot to mention that I otherwise tested the app and it works fine as far as I can tell.
