SACC format and multipoles selection #7

At the moment, the code runs with a fix lmin,lmax. Introducing multipoles selection is easy but might be a bit tedious if we want to allow different lmin,lmax for different experiment (and frequency). Maybe we can use the SACC format?, the idea will be to have something general that does the multipole selection both in the spectra and the full covariance matrix
