Add /earthevent command using NASA Earth Observatory Natural Event Tracker

Description

The /earthevent command will return a natural event (forest fire, volcanic eruption, tropical storm, etc.) its name and source url, that has occurred in the past 30 days.

Implementation Details

• Add a new javascript file in the commands folder
• Use axios to fetch the data from your public API
• Format the data in a readable way and send it to the user
• Use the discord.js docs to get started
