Add /weather command using Open Metro Free Weather API

Description

The bot should have a second required parameter [city] with a dropdown menu of all available cities. Add a few cities with their latitude and longitude and use these to request the weather.

The WMO Weather interpretation codes could be useful (parameter: weathercode) https://open-meteo.com/en/docs#api-documentation

Implementation Details

• Add a new javascript file in the commands folder
• Implement a API request with the help of axios to your public API
• Format the data in a readable way and send it to the user
• Use the discord.js docs to get started
