Support c8y_Command operation #90

Currently the Cumulocity IoT shell operation (c8y_Command) is provided by a community plugin, c8y-command-plugin. It would be better support this command out of the box and also provide a mapping to the thin-edge.io /cmd/ topic so that it can be supported on both the main and child devices (if the child device is running the tedge-agent).
