test(dev): update dependencies

Proposed changes

Update python test and dev dependencies. Improve compatibility with python 3.12.

Robotframework is not included in the update as it will be done in a separate PR (as it requires more changes).

Closing as the robotframework 7.0 upgrade PR was done faster than I expected (which also includes these changes): https://github.com/thin-edge/thin-edge.io/pull/2871
