It freezes my vim in Cygwin 64 bit on windows 10 when I do this

call dein#add('thinca/vim-localrc')

with no further configuration.

With the plugin enabled in Vim 8 on Windows 10, Vim freezes when I open or save a file

Same here. I had to disable that to have Vim usable again. Please fix!
