[Bug] SNMP Device Profile does not sync to Edge

Describe the bug Device Profile with SNMP transport type is not synced to the Edge - Edge downlink queue is totally blocked.

Your Server Environment

• demo.thingsboard.io
• cloud.thingsboard.io
• own setup
  • cloud or local infrastructure or docker deployment
  • ThingsBoard Version
  • OS Name and Version

To Reproduce Steps to reproduce the behavior:

1. Create a device profile with SNMP Transport type
2. Device Profile with SNMP transport type is NOT created on the edge - Edge downlink queue is fully blocked.

Expected behavior Device Profile with SNMP transport type is created on the edge.
