[Bug] Public customer is not available on Edge - not possible to use public dashboards #36

Describe the bug Public customer is not available on the edge service and as a result there is no possibility to use public dashboards on the edge.

Expected behavior Public customer is created on the edge and it's possible to use public dashboards on the edge.

Fixed - target for 3.5 release.
