dependency `Jinja2` version need to be specified #1

install tw with ansible will fail when installing tw-etcdstat's dependency Jinja2. image

As Jinja2 2.11.0 release note (https://jinja.palletsprojects.com/en/2.11.x/changelog/#version-2-11-0)

This will be the last version to support Python 2.7 and 3.5.

Need to specify jinja2 version.
