rudimentary support for international names in the topic page #26

We need to display international names in the topic page if english names are 
not available. 

The current proposal is:

1. Show the english, or any name that is available in any language in the edit 
topic page (along with the language)

2. Only allow editing of the english name, and communicate that this is the 
case when editing the name.

This behavior then is only apparent on topics that do not have an english name, 
and as soon as a user enters in such a name the topic appears just like any 
other topic. It is the simplest hack to get us by until we have real 
internationalization.

Kai, when we are displaying a non-english name, is putting the language code in 
small grey text next to the topic name enough indication?

@culbertson: that's fine for now. I'd like to work on a design that allows the 
user to toggle between all available languages, but we should discuss what 
would be involved in implementing that, balancing when we think an acre-based 
topic page will be ready.
