Update the RELEASE document to use nbdev_bump_version and publish2pypi commands instead of poetry
Create a script (scripts/publish2pypi.sh) that temporarily generates the index.ipynb version as the README so that pypi uses the main index page as the main documentation pypi page for geowrangler and reverts it back after publishing to pypi.
Updates the settings.ini and README.md files to prevent future spurious changes.
