Match "Metropolitan Manila" with National Capital Region (130000000) regardless of what interlevel is provided in source #134

We tried to run the Province csv from PhilGIS shapefile and no match was found for "Metropolitan Manila". Supposedly, it has to be matched to Metro Manila.

Currently, when I upload a file that has three variations of "Metro Manila" as a province (Metropolitan Manila, Metro Manila, and M. Manila), this automatically produces a CSV with two options for each entry, but the same PSGC:

District of Manila - 133900000 City of Manila - 133900000

Desired behavior:

LinkSight should instead return the whole region of NCR:

National Capital Region - 130000000

Metro Manila is now in the reference file.
